मुनाफे ने बदला आदिवासी किसानों का मन, खेत-खेत नजर आ रही लेमनग्रास

ओडिशा के कोरापुट जिले के बंधुगांव ब्लॉक के एलेनवाल्सा गांव की रहने वाली सिंगरिका कद्रका अब काफी संतुष्ट और सहज महसूस कर रही हैं। पहले के मुकाबले उनका काम काफी आसान हो गया है। क्योंकि, उन्हें अब लेमनग्रास से तेल निकलवाने के लिए अपने घर से चार किलोमीटर दूर कलपट्टू गांव स्थित निजी फैक्टरी नहीं जाना पड़ता। राज्य सरकार की एजेंसी ओडिशा ग्रामीण विकास और विपणन सोसायटी (ओआरएमएएस) ने उनके गांव के पास ही 12 लाख रुपये की लागत से तेल निकालने वाली फैक्टरी लगा दी है।

कोंध आदिवासी सिंगरिका 2007 से अपनी 20 एकड़ भूमि पर लेमनग्रास की खेती कर रही हैं। कलपट्टू स्थित फैक्टरी में कुल पांच कुंतल उपज से तीन से चार किलो तेल ही निकल पाता था, जिस पर उनके लगभग 600 रुपये खर्च हो जाते थे। मजदूरी आदि पर भी अलग से काफी पैसा चला जाता था।

जब से जिला प्रशासन की जिला योजना और मौद्रिक इकाई की विशेष केंद्रीय सहायता के तहत नारायणपटना और बंधुगांव ब्लॉक में तेल निकालने वाली नौ फैक्टरियां लगाई गई हैं, तब से सिंगरिका की मुश्किल काफी आसान हो गई है। इससे अन्य लोग भी लेमनग्रास की खेती की ओर आकर्षित हो रहे हैं। अब दो ब्लॉकों के 83 गांवों में सिंगारिका सहित 1600 किसान लगभग 4000 एकड़ जमीन पर लेमनग्रास उगा रहे हैं।

गांव के पास ही फैक्टरी स्थापित होने से उनके लिए लेमनग्रास का तेल निकलवाना पहले के मुकाबले काफी आसान हो गया है। साथ ही वे उन धोखेबाज व्यापारियों की मनमानी का शिकार होने से भी बच गए हैं, जो उनसे औने-पौने दामों पर तेल खरीदते थे।

एलेनवाल्सा किसान उत्पादक समूह (एफपीजी) की अध्यक्ष सिंगरिका बताती हैं, ‘फैक्टरियां गांव के करीब लगने से किसानों की समस्या ही दूर नहीं हुई,  लेमनग्रास की खेती से काफी मुनाफा हो रहा है और लागत घट गई है। इससे पहले कई किसानों को कपास की खेती में भारी नुकसान उठाना पड़ा था, इसलिए भी वे लेमनग्रास की तरफ मुड़ गए।’

वह कहती हैं, ‘हमारे गांव और आसपास के अधिकांश आदिवासी लोग कपास की खेती किया करते थे। इसमें कई बार ऐसा होता था कि लागत निकाल कर न फायदा मिला और न नुकसान यानी फसल उठाने के बाद भी किसानों की जेब खाली रह जाती थी। ओआरएमएएस के लेमनग्रास खेती को बढ़ावा देने के प्रयासों के तहत शुरू की गई योजनाओं के बाद 2018 के आसपास यहां के किसानों ने धीरे-धीरे कपास की खेती छोड़ लेमनग्रास उगाना शुरू किया, जिसमें कम लागत आती थी और आमदनी अधिक होती थी।’ 

नारायणपटना ब्लॉक के गतीगुडा गांव की रहने वाली कोंध महिला किसान बिदुलता शिरका भी सिंगरिका की तरह कपास की खेती में हुए नुकसान को किसानों का लेमनग्रास की खेती की ओर रुख करने का बड़ा कारण बताती हैं। उन्होंने कहा, ‘दो साल पहले मैंने दो एकड़ जमीन में कपास बोई थी और मुझे उम्मीद थी कि उससे लगभग 20,000 रुपये की कमाई तो हो ही जाएगी, लेकिन फसल कटी तो लगभग 5000 रुपये ही हाथ में आए। मुझे बड़ा धक्का लगा और मैंने लेमनग्रास की फसल उगाने का निर्णय लिया। मैंने बंधुगांव ब्लॉक मुख्यालय से 6000 रुपये में लेमनग्रास के पौधे खरीदे और इस साल अपनी दो एकड़ में जमीन में उन्हें लगाया।’

सिंगरिका और अन्य किसानों को एलेनवाल्सा में ओआरएमएएस के आसवन संयंत्र में तेल निकालने का खर्च लगभग 600 रुपये आता है, लेकिन इसमें से 200 रुपये अन्य संबंधित खर्चों के लिए किसान उत्पादक समूह को चले जाते हैं। नौ किसान उत्पादक समूहों के बैनर तले 30 महिला स्वयं सहायता समूह (एसएचजी) इस प्लांट को चलाते हैं।

कोरापुट जिला कलेक्टर वी कीर्ति वासन ने The Indian Tribal  को बताया, ‘पूर्व में यहां लेमनग्रास खेती की कोई खास व्यवस्था नहीं थी और फसल उगाने से लेकर तेल निकालने तक पूरी प्रक्रिया अस्त-व्यस्त थी। इसका फायदा पड़ोसी राज्य आंध्र प्रदेश के व्यापारी उठाते थे और किसानों को अपनी उपज का उचित दाम नहीं मिलता था। वर्ष 2018 में जिला प्रशासन के अनुरोध पर ओआरएमएएस ने मदद के लिए हाथ बढ़ाया और उसके प्रयासों से यहां स्वयं सहायता समूह और किसान उत्पादक समूह बनाए गए तथा पूरे काम को सुव्यवस्थित और मजबूत किया गया।’

ओआरएमएएस ने 20 से 30 सदस्यों वाले प्रत्येक किसान उत्पादक समूह को आवश्यक बुनियादी ढांचा स्थापित करने के लिए 2.4 लाख रुपये मुहैया कराए। सोसायटी ने नारायणपटना और बंधुगांव ब्लॉक मुख्यालयों में दो किसान उत्पादक उद्यम (पीई) भी बनाए हैं, जिनमें से प्रत्येक को 30 लाख रुपये की वित्तीय सहायता प्रदान की गई है। इन केंद्रों पर बैठकर कर सामाजिक कार्यकर्ता, कृषक, बागवानी विशेषज्ञ आदि लेमनग्रास उत्पादकों को सलाह, प्रशिक्षण और आवश्यक मार्गदर्शन देते हैं। यहां तक कि उन्हें दर्द निवारक बाम, हैंड वॉश, फिनाइल, मच्छर भगाने वाली क्रीम, शैम्पू और मालिश के तेल जैसे उत्पाद बनाने और उन्हें बाजार में बेचने में भी मदद करते हैं।

सीआईएमएपी में एक सप्ताह तक चलने वाले प्रशिक्षण के दौरान किसान न केवल तेल निकालने की प्रक्रिया समझते हैं, बल्कि इससे जुड़े उप उत्पाद बनाना भी सीख लेते हैं। सीआईएमएपी के वरिष्ठ प्रधान वैज्ञानिक प्रशांत कुमार राउत के अनुसार प्रशिक्षण लेकर चार आदिवासी किसान वापस चले गए हैं और उन्होंने अन्य किसानों को भी प्रशिक्षण लेने एवं लेमनग्रास की खेती करने के लिए प्रोत्साहित किया।

राउत कहते हैं, ‘कपास की खेती से हर साल प्रति एकड़ 10,000 रुपये की आमदनी होती है, जबकि इतनी ही जमीन में बोई गई लेमनग्रास की फसल से एक साल में 40,000 से 50,000 रुपये की कमाई हो जाती है। यदि इससे जुड़े उत्पाद भी अपने आप बनाएं और बेचे जाएं, तो मुनाफ़ा और बढ़ सकता है।’ वह बताते हैं, ‘लेमनग्रास तेल की बहुत मांग है, क्योंकि यह दवा के साथ-साथ कॉस्मेटिक और डिटर्जेंट जैसे उत्पाद बनाने के काम में भी आता है।’

अब ओआरएमएएस ने चार किसान उत्पादक कंपनियां (एफपीसी) बनाने के लिए राज्य सरकार के पास प्रस्ताव भेजा है, ताकि लेमनग्रास की खेती में आने वाली बाधाओं को दूर करने और इसका बुआई क्षेत्रफल बढ़ाने में मदद मिल सके।

NCST undertakes review in Karnataka

The National Commission for Scheduled Tribes (NCST) on Thursday undertook a comprehensive review of the implementation of constitutional safeguards, welfare measures and development programmes for Scheduled Tribes in Karnataka at a review meeting. The meeting was chaired by Antar Singh Arya, Chairperson, NCST and attended by Jatothu Hussain, Member, Amit Nirmal, Joint Secretary, NCST, senior officers of the Commission, Karnataka’s Chief Secretary, Director General of Police, Additional Chief Secretaries, Principal Secretaries and Secretaries of various departments. The review was undertaken on the basis of a structured and detailed questionnaire circulated by the Commission in advance, the information and data furnished by the Government of Karnataka, grievances and petitions received from members of the Scheduled Tribe communities, feedback received prior to the review meeting, and observations arising from field visits previously undertaken by the Commission in Karnataka.
