The Jharkhand government’s standoff with protesting JPSC-JSSC aspirants led to a full-blown political confrontation on Tuesday, a day after police used water cannons, tear gas and lathicharge to stop students marching towards the State Assembly.
The BJP has resorted to a statewide bandh in Jharkhand to protest the police action, while BJP-led NDA MPs took the issue to Parliament, turning what began as a prolonged student agitation over alleged recruitment irregularities into a national political flashpoint.
Yet, amid the competing claims of the ruling alliance and the Opposition, the students have sought to keep the focus on the issue that brought them onto the streets: an independent CBI investigation into alleged examination irregularities, cancellation of the JSSC-CGL examination and fundamental reforms to Jharkhand’s recruitment system.
The students’ agitation, which began on July 25, entered its 18th day with the two sides still divided over the CBI demand. Six protesters are on an indefinite hunger strike, with two hospitalised, adding urgency to a standoff that has already seen arrests, multiple rounds of talks and an increasingly bitter political exchange.
BJP turns police action into statewide political issue
The BJP’s statewide bandh, called from 8 am to midnight, is a direct response to Monday’s confrontation outside the Assembly, where protesters broke through layers of barricading during their Vidhan Sabha Gherao.
BJP state president Aditya Sahu accused the government of committing “injustice and atrocities” against the protesting aspirants and said the shutdown was an expression of solidarity with them. He alleged that jobs were being “sold”, examination papers were being leaked and excessive force had been used against students.
The bandh affected normal activity in several parts of the state, with BJP workers taking to the streets and some educational institutions remaining closed. Security personnel dispersed BJP supporters in Ranchi after a tyre was burnt, while the administration left the decision on opening schools to individual managements, advising them to put students’ safety first.
The BJP’s campaign has focused not only on Monday’s police action but also on the students’ substantive demands for transparency in recruitment examinations and a CBI probe. BJP state vice-president and former MP Sunil Soren escalated the attack further, demanding Chief Minister Hemant Soren’s resignation over what he called a brutal crackdown on students.
The political stakes rose further as the BJP sought to turn the Ranchi confrontation into a broader indictment of the JMM-led government. The students’ issue has also given some ammo to the BJP in Jharkhand where it appeared a largely faction-ridden depleted force devoid of any vigour and zeal to take on the Hemant Soren-led alliance ever since losing back-to-back elections in 2019 and then again in 2024.
JMM says BJP is exploiting a student movement
The ruling JMM has rejected the BJP’s account of Monday’s events and accused the Opposition of attempting to appropriate a student issue for political gain.
JMM leader Manoj Pandey denied that there had been a lathicharge and said only minimal force was used in self-defence.
“There was no lathi-charge. Only minimal force was used, strictly in self-defence, and there were no pellet guns or anything of that sort involved,” Pandey told ANI.
Pandey accused the BJP of attempting to use the agitation to advance its own political interests. “This is a students’ issue, and the students involved belong to all political parties. They are just barging in unnecessarily to grind their own political axes,” Pandey said.
The claim sits uneasily alongside the accounts of protesters and Opposition leaders, who described Monday’s use of water cannons, tear gas and batons as excessive.
Police have maintained that most protesters were peaceful but alleged that a section of the crowd broke barricades and pelted stones. Ranchi SSP Rakesh Ranjan said 14 police personnel were injured and that CCTV footage would be examined to identify those allegedly responsible for disrupting the protest.
The sharply divergent accounts of what happened outside the Assembly have themselves become part of the political battle.
Jharkhand protest reaches Parliament
The confrontation was no longer confined to Ranchi. NDA MPs staged a protest march in Parliament on Tuesday, carrying placards targeting Congress leader and Lok Sabha Leader of Opposition Rahul Gandhi for shying away from listening to Home Minister Amit Shah’s reply on the police action on protesters at Jantar Mantar and also the police lathicharge against the students in Jharkhand.
They also lashed out at him for not visiting the students in Jharkhand where his party is in power in alliance with the JMM and RJD.
BJP MPs accused Gandhi and other Opposition parties of preventing Parliament from functioning. BJP MP Tarun Chugh accused Gandhi of “double standards”, questioning his criticism of the crackdown in Jharkhand.
The confrontation contributed to disruptions in both Houses. The Jharkhand controversy has consequently acquired a national political dimension, with the BJP using the police action to target both the Soren government and the Congress.
Congress rejected the BJP’s claim that Rahul Gandhi had ignored the protesting students. Priyanka Gandhi Vadra told reporters: “Rahul Gandhi has met the students from Jharkhand.”
Students insist the movement is not political
The students, meanwhile, have tried to draw a line between their agitation and the political mobilisation around it.
Asked about the BJP’s bandh, students said: “We don’t want to comment on what any political party is doing. If a party has called for a ‘Bandh’, it is their own prerogative. We are students, and our movement is active here. We will not comment on political matters.”
The distinction is important to the protesters, who have consistently sought to present the agitation as a youth-led movement rather than an extension of any political party’s programme.
But keeping politics at arm’s length is becoming increasingly difficult as the BJP mobilises across Jharkhand, NDA MPs raise the issue in Parliament and the JMM accuses the Opposition of exploiting the controversy.
The students, however, hardened their resolve after Monday’s confrontation. Following the third round of lathicharge in the evening, one protester said: “We will face the batons; we will fight for our rights.”
Student leader Devendra Nath Mahto, who had been on hunger strike for nine days before being hospitalised after taking part in the Assembly march, framed the agitation as a much larger struggle over the future of young people preparing for government examinations.
“Our future strategy depends on the government’s decision. I said on day one itself: this voice is not just Devendra Nath Mahato’s. It is the voice of those millions of youths whose futures depend on competitive examinations, those who seek to realise their dreams through books,” Mahto said.
He also rejected the suggestion that the march had become a political protest.
“Attempts were made to stop us. Barricades of barbed wire were erected. Water cannons were used. Tear gas was deployed. Lathi charges were carried out, leaving people injured. Yet, we did not raise a single slogan against the government. We did not engage in any political rhetoric or utter a single obscene word. The only flag present was the Tricolour,” Mahto said.
Soren’s appeals for dialogue fail to break ice
Chief Minister Hemant Soren has sought to pull the dispute back from confrontation to negotiation. In an open appeal to the protesters, Soren acknowledged their right to raise their grievances and said the government had heard them. He thanked the administration and police for handling Monday’s situation with “restraint, sensitivity, and a deep sense of responsibility”.
At the same time, he accused Opposition forces of attempting to use the agitation for political purposes and urged students not to be drawn into such narratives.
On Tuesday, against the backdrop of the BJP’s confrontation with the government in the Assembly, the Chief Minister accused the opposition party of using money power and said the government had made every effort to ensure the House functioned.
Referring to currency notes being displayed in the Assembly, Soren said they represented the “basis of their (BJP) presence here and the foundation of their politics”, and alleged that money was being drained from the pockets of the poor, needy and young people. He said the government was firmly acting to protect the future of Jharkhand’s youth, while central policies were contributing to job losses and the closure of small, medium and large establishments.
Soren also defended the government’s record on recruitment, saying that 75% to 100% of those selected in various examinations were indigenous to Jharkhand, while accusing the BJP of allowing people from other states to secure jobs in the state on a large scale during its tenure. Saying the government had answers to every question raised by the Opposition, he accused the BJP of finding it difficult to face the truth and suggested that this frustration had contributed to the premature adjournment of the Assembly.
CBI probe remains the deal-breaker
The demand for a CBI investigation remains the single biggest obstacle to a settlement. The government has agreed to cancel several JPSC examinations and has initiated investigations into alleged irregularities. The CID is probing the examination controversy, the Enforcement Directorate has opened a money-laundering investigation into alleged financial aspects of the case, and former JPSC chairman L Khiangte has been arrested.
For the students, however, these measures do not answer the question of whether an independent central agency should investigate the allegations.
They are also demanding cancellation of the JSSC-CGL examination and sweeping reforms to the recruitment system. The government has argued that cancelling the CGL examination at this stage involves legal complications because of the progress already made in the recruitment process.
The third round of talks between government representatives and the JPSC-JSSC Manch ended without a breakthrough, leaving the CBI demand at the heart of the impasse.
