Hemant Soren will once again don the mantle of Chief Ministership, the third time since he first headed the State between July 2013 and December 2014. A decision to this effect was taken in a meeting of the legislature party of the State’s ruling INDIA bloc at Chief Minister Champai Soren’s residence on Wednesday.
Champai made way for Hemant by handing over his resignation to Governor CP Radhakrishnan. But there is a buzz about Champai being “upset and insulted” with the move. In a placatory gesture, sources said, it has been decided to make him the Chairman of the alliance’s coordination committee and also the JMM’s executive president, a post held by Hemant.
“A few days ago, I was made the Chief Minister and I got the responsibility of the state. After Hemant Soren was back, our alliance took this decision and we chose Hemant Soren as our leader. Now, I have resigned from the post of Chief Minster,” Champai told media persons. Hemant, who has since staked claim to form the Government, said: “We have followed all procedures.”
Assam Chief Minister and BJP’s Jharkhand co-incharge Himanta Biswa Sarma tweeted saying, “The removal of a senior tribal leader (Champai) from the post of Chief Minister in Jharkhand by the JMM and Congress party is deeply distressing. I am certain that the people of Jharkhand will strongly condemn this action and firmly reject it.”
Hemant had tendered his resignation as the CM in his second term on January 31 this year following which the Enforcement Directorate arrested him in a case of money laundering linked to an alleged land scam. He was released from jail on June 28 following the grant of bail to him by the Jharkhand High Court.
PLANNED MOVE
Hemant 3.0 is seen as a well thought out plan by the ruling alliance as it gears up for the Jharkhand Assembly polls later this year.
- Hemant Soren’s arrest paid rich dividends to the coalition in the recent Lok Sabha polls. It bagged all the five ST reserved Lok Sabha seats in the State riding on the tribal sentiments against Hemant’s arrest. The messaging about a threat to the Constitution and reservation system from the BJP also worked in its favour. The alliance was successful in projecting tribal Hemant as a “victim” of BJP’s “conspiracy and vendetta politics” and Adivasis took it as an act of oppression of a fellow Adivasi and the ST community on the whole. The BJP’s wipe-out on tribal seats in 2024 was in sharp contrast to 2019 when it had won four of the five ST seats.
- The INDIA Bloc now not only intends to keep those tribal sentiments alive and that momentum going in the run up to the Assembly polls but also further cash in on them showcasing Hemant’s ‘release’ as proof of his “innocence” and “victimisation”. It also plans to showcase the Jharkhand High Court’s observation while granting him bail that there are “reasons to believe that he was not guilty of the offence” (of money laundering) to project Hemant both as “a victim and a victor”.
- Further, prior to his arrest, Hemant had been very active touring the length and breadth of the State announcing a slew of public-centric schemes like electricity waiver, housing for the poor etc that went well with the masses. Importantly, he carried out his extensive outreach campaigns even when there were no polls in the offing. While his successor Champai too carried on with the public outreach, on his return Hemant is expected to take that to the next level given the happenings in the last five months.
- JMM insiders said there were no two thoughts on Champai making way for Hemant as it was clear from day one that the former’s ascent was only a stopgap arrangement. But more than that the JMM, as also the INDIA Bloc, intends to leave no ambiguity on its leadership i.e Hemant Soren, its best bet in view of the impending Assembly elections.
- Riding on the tribal sentiments, Hemant 3.0 may well lead the ruling alliance repeat its 2019 performance when it bagged 25 of the 28 ST reserved Assembly seats in Jharkhand despite having faced reverses on tribal Lok Sabha seats just a few months ago. Shortly after his release, Hemant showed his eagerness to fight the elections as he told party workers that he had received information about the likelihood of the Assembly polls being held early and that he was “ready”.
HOW THE WORD SPREAD?
While speculation about Hemant Soren’s return as the CM was rife following his release from jail, there was also a buzz about a Cabinet expansion when he was still behind the bars. But word about the change of guard spread fast since Tuesday as the alliance leadership summoned all its MLAs to Champai’s residence this morning.
Congress’s Jharkhand in-charge Ghulam Ahmad Mir and its state president Rajesh Thakur also attended the meeting besides Hemant’s wife and newly-elected Gandey MLA Kalpana Soren and his younger MLA brother Basant Soren for forging “unanimity” on the decision.
The back-to-back postponement of two public events wherein CM Champai Soren was scheduled to handover recruitment letters to teachers further lent credence to the change of guard theory.
