The Jammu and Kashmir government on Thursday asked officials of planning wings in various departments to start the exercise for the formulation of the Tribal Development Plan (TDP) by all the departments as per the notified formats and upload them on the MIS portal.
The TDP is an amalgamation of Scheduled Tribe Component (STC) of Centrally Sponsored Schemes (CSS) and Union Territory CapEx for targeted development of tribal population in both rural and urban areas.
The Government also finalized the modalities for the model villages scheme, the Pradhan Mantri Adarsh Gram Yojana (PMAGY), to be implemented in the 134 tribal villages of Jammu and Kashmir this year.
Secretary, Planning Development and Monitoring Department (PDMD), Dr Raghav Langar and Secretary, Tribal Affairs Department (TAD), Dr Shahid Iqbal Choudhary convened a meeting with Directors and Joint Directors of Planning wing in all the administrative departments and Directorates to finalise the modalities for TDP formulation and earmarking budget for tribal welfare and development.
Dr Langar underlined the statutory requirement of formulation of TDP plan as a distinct part of all CSS and CapEx budget of the UT as per the guidelines issued by the Government of India.
Dr Langar asked the officials concerned to start the exercise on the notified formats and uploading plans on MIS portal. He also discussed about focused planning for inclusive development of tribal population.
For his part, Choudhary made a detailed presentation about the TDP modalities. He dwelled on the guidelines of NITI Aayog and Central Ministries making it mandatory for all departments to earmark funds proportionate to tribal population for planned tribal development.
Choudhary maintained that the TDP shall be comprised of STC of all CSS and Tribal Sub-Plan of UT Capex which will be augmented by Special Central Assistance to TSP by the Department.
The Tribal Affairs Department presented the gap analysis of facilities in tribal villages requiring planning by various departments including education, healthcare, veterinary care, power supply, PDS and water supply etc.
The TAD projected 2843 villages and 314 urban wards for allocations by all the Departments under the statutory TSP. It also shared Village Development Plan formats for PMAGY model villages scheme which requires 43% of TSP funds to be converged by all the departments.
The Planning Commission had in 2014 issued guidelines making it mandatory for all the Departments to formulate Tribal Sub-Plan proportionate to tribal population for allocation both under CSS and State/UT CapEx.
The NITI Aayog made it mandatory to formulate TSP as a pre-condition for approval of State/UT annual plans. However, the practice was not adopted in J&K. In line with the Government’s commitment for inclusive development of tribal communities, the Tribal Affairs Department and the Planning, Monitoring & Development Department have initiated the exercise for statutory TDP by all departments, missions and districts.
