Mohd Shabir Gorsi, a Gujjar-Bakerwal tribal hailing from a remote village of Bachianwali, Tehsil Haveli, Poonch district, has cleared the Civil Services Examination 2021. He is one of the 10 successful candidates from Jammu, Kashmir and Ladakh to make it to the final list this year.
Mohd Shabir scripted history by successfully cracking the prestigious exam in his third attempt by securing an All India Rank of 419. He had recently tasted success after cracking the exam for the post of Assistant Commandant, BSF as well but was eagerly waiting for the outcome of the UPSC 2021 examination. He is yet to join the Central Para Military Forces (CAPF).
A large number of local residents on Monday assembled at the Gorsi residence to congratulate the family members. Shabir, who is currently in New Delhi, is expected to return home soon.
Speaking to theindiantribal.com over telephone, Shabir credited his success to all his “teachers and family members who worked hard and motivated him to realise his dream”.
On how he thought of taking up the CSE, Shabir said, “When I was studying in Aligarh Muslim University, several IAS officers including Shah Faesal were called to the campus to deliver a motivational lecture. After attending the lecture and listening to all the speakers, I decided to take up the challenge of cracking the UPSC exam.”
Referring to his interview, Shabir said, “I was very comfortable sitting before the panel. The same panel had selected me for the post of Assistant Commandant. Since I came from J&K they talked about the prevailing situation and how best tourism can be promoted in the region. Then they asked me questions from my academic background too. I performed well and made it to the final list.”
His elder brother Mohd Rafiq, who is currently running a provision store in Poonch, said, “Shabir has made us proud by cracking the examination.” He recalled how their father Ghulam Mohd Gorsi, a farmer, raised his children.
Recollecting the long struggle of the entire family, Mohd Rafiq said, “Shabir has not only realised his dream of cracking the UPSC exam but also made us proud. Our mother is not alive today to see him achieving this feat. She passed away a few years ago. Shabir’s hard work and commitment towards his goal is all set to inspire many more youngsters in the region to take up the challenge in the coming years and join the elite club of IAS officers.”
The youngest among the three brothers, Mohd Shabir stepped out of the militancy infested village of Bachianwali to pursue his higher studies in Aligarh Muslim University. He completed his Bachelors and Masters degree in Zoology from the same university. For primary studies Shabir studied in the village school and later passed his Secondary and Higher secondary school examinations from Government schools in Poonch.

My best wishes to all selected candidates. A bright & challenging career in public service awaits you,” Lieutenant Governor Manoj Sinha tweeted.
Among those who cracked the CSE 2021 are the highest ranking candidate, Parth Gupta from Jammu, who secured AIR 70. Other successful candidates who made it to the final list are Asrar Ahmed Kichloo (287), Namneet Singh (436), Dwarka Gaadhi (412), Anjeet Singh (530), Tenzin Chonzom (584) and Anwar Hussain (600) from Ladakh.
