In the largest shake-up ever since ethnic clashes broke out in the northeastern State on May 3, 2023, the Manipur Government on Wednesday transferred 70 officials with immediate effect. Those transferred include 60 bureaucrats and 10 police officers. The police chiefs of as many as half-a-dozen districts have been changed.
The transfers have affected key sensitive districts like Churachandpur, Thoubal, Ukhrul among others.
The Superintendent of Police of Thoubal, Rakesh Balwal, will be the new SP of Imphal East while IPS S. Ibomcha Singh will take over from him as the new SP of Thoubal. Shaikh Mohd Zaib Zakir, the SP of Churachandpur, has been posted as Senior SO to DGP. He has been replaced by IPS Prakhar Pandey. Anupam, the SP of Senapati, has been transferred as Joint Secretary (Home Department). Chandel SP Shivanand Surve is the new SP of Senapati. IPS Luikham Lanmiyo, in charge SP of Tamenglong, has been given additional charge of Chandel district.
Director General of State Academy of Training, Paulunthang Vaiphei, has been given the charge of Additional Chief Secretary, while Anurag Bajpai, the Principal Chief Conservator of Forests will be the Additional Chief Secretary (Textiles, Commerce and Industries).
Arun Kumar Sinha, Principal Secretary (Textiles, Commerce and Industries) will be the new Principal Secretary (Agriculture, Forest, Environment and Climate Change Department), it said.
Devesh Deval, Commissioner-cum-Secretary (Tourism) and Resident Commissioner, Manipur Bhavan, New Delhi will now only hold charge of the Tourism Department, the notification issued by Manipur Chief Secretary Prashant Kumar Singh, stated.
IAS B John Thangtinkhuma, currently Commissioner cum Secretary (Skill, Labour & Employment, & Entrepreneurship) and Special Secretary (Finance/IT) has been transferred and posted as Commissioner cum Secretary to the Government of Manipur and Special Secretary (Finance).
IAS N Bandana Devi has been given charge as the Secretary (Skill, Labour & Employment, & Entrepreneurship).
IAS Th. Kirankumar, currently Deputy Commissioner (DC) Imphal West and Managing Director (MD) of Manipur State Beverage Corporation Limited, has been appointed as Secretary (IT) while keeping the charge as MD of Manipur State Beverage Corporation Limited. IAS Mayanglambam Rajkumar, DC Chandel, has been transferred as DC of Imphal West while IAS L. Nandakumar Singh has been posted as the new DC (Chandel).
IAS Kengoo Zuringla, DC Ukhrul, has been now made Secretary (Science & Tech) and Special Secretary (Health & Family Welfare) while IAS W. Walemnganba Chenglei, Special Secretary (Planning/Finance), has been appointed Special Secretary (Finance/IPR).
IAS Anna Arambam has been made Director (Social Welfare), IAS Pooja Elangbam has taken charge as Director (Tourism) and IAS Mannu Amching has been appointed as the new DC of Pherzawl.
The northeastern State has been in turmoil ever since ethnic clashes between the Meiteis and the Kukis have resulted in the deaths of over 200 persons and displacement of thousands even as violence continues to singe the State from time to time.
